Looking for a movie with the dude with fishtank in his boots.?

Does somebody know the name of the movie where a black dude, (I think a pimp) gets locked up during the 70's and gets released during the 90's and he realizes he's out of style.. I remember he is wearing flashyclothes when he hits the street and fishtanks on his boot soles....
