Is a biometric identify card the key to fix illegal immigration?

my opinion is that illegal should get a green card (expect criminals) and make them pay a monthly fee until they become able to apply for citizenship (5 years) , or a Fine, plus learn english.. And use the money to pay for the $800 biometric machines for every businnes plus the cards so that citizens don't pay for those things , want to be an american? help america. To fix economy, you need to get rid of the things that are affecting it, kick all illegals??they will comeback. not public services for illegals? America is not asin. what do you think? and what's your opinion??
