Any ways to make snipers one-hit-kill more often?

Even when I use FMJ, stopping power and the strongest snipers (intervention, barret .50 cal) without silencers, I often don't get one-hit-kills and once I fire once it is hard to get my aim back on the enemy fast enough before they take cover..
